Retrieve changed location and provider records

Fetches a chronologically ordered stream of all location and provider records that have changed since the given timestamp. The endpoint is global; the authenticated token determines which partner's data is accessible.
The response is JSON Lines: one JSON object per line, each either a location entry or a
provider entry. Save the latest updated_at and use it as the next cursor. The same data
can be delivered daily as JSONL files over SFTP.

cursorISO 8601 UTC timestamp. If omitted, changes since the last known sync are returned.
